PLANNING & ZONING MEETING MINUTES

 

 

MARCH 26, 2009

 

 

The meeting was called to order at 7:00 p.m. by chairman of the Planning Commission Larry Birnbaum. Present for the meeting were commission members Larry Birnbaum, Kathy Meyer, Biron Wipson, Steve Kossett and Herb Dallum, supervisors Greg Andrews, Jeff Bachke and John Werner, zoning administrator Marty Paavola, clerk Patti Alander, deputy clerk Cammy Hansen and resident Robert Parker.

A motion to approve the February 17, 2009 meeting minutes was made by Kathy and seconded by Biron. All vote in favor, motion carried with minutes placed in file.

A motion to approve the March 24, 2009 conditional use permit public hearing minutes for T-Mobile Central LLC was made by Biron and seconded by Steve. Larry asked about condition #4 and if we should consider the wording in this condition for future CUP requests for cell towers. Patti mentioned that the applicant for the CUP for MN Towers (which the commission approved a few months back) has already spoken to Shane Begley regarding getting the wording changed on his conditions. Patti will research the procedure for doing so and will report back to the commission. All vote in favor, motion carried with minutes placed in file.

NEW BUSINESS:

 

 

A. Joanne Shovein, 5503 Grouse Trail: Marty reported that this mobile home has been completely destroyed by fire on 3/15/09. Marty inspected the property on 3/16/09 and posted a condemnation notice on the remaining part of the structure. He has also sent her a letter on 3/26/09 requesting she contact him to discuss the removal of the structure as it is now a violation of the International Building Code and Rice Lake Ordinance #22. No homeowners insurance was carried on the property so we are not able to use our fire escrow for clean up.

 

 

B. Cleone and Lawrence Bottcher, 5144 Olson Road: The Bottchers are planning on putting a new double wide trailer on the property and want to leave the existing two mobile homes (that are joined together into one unit) on the property for at least three years. Marty wanted the commission’s input on the situation. All commission members agreed that the usual one year timeline given to have the old structures removed was more than adequate. It was suggested that the Bottchers ask the company that they are buying the new home from about removing the old structures as often times the removal is included in the price of the new home.

 

 

C. Pro-West GIS software: Marty, Patti and Cammy viewed a web demonstration on this new GIS software that has all of the town’s zoning online. The software gives the town the ability to make zoning map changes right online. Marty will use the software for a period to see how he likes it.

 

 

D. Patricia Hansen citation: Marty and Patti appeared in court along with Ms. Hansen and her representative on Tuesday, March 24, 2009. Both side presented their testimony. Photos of Ms. Hansen’s property from May, 2008 and March, 2009 were presented to the judge in support of the town’s claim that Ms. Hansen has not remedied this situation. The judge has taken this under advisement and will notify the town of his decision.

 

 

Jeff mentioned Marty’s new computer. He is in the process of familiarizing himself with his new system. He will now be able to have most plans as electronic copies rather than paper. Also asked was when the new Ursa software would be available; last contact with Ursa said six to eight weeks before it would be shipped.

The next Planning & Zoning meeting was set for Tuesday, April 21, 2009 at 7:00 p.m.

Greg Andrews was sworn in by clerk Alander as town supervisor for a three year term.

Motion to adjourn made by Biron, seconded by Steve. Meeting adjourned at 7:32 p.m.
