2010 Local Board of Appeal and Equalization Meeting Minutes

 

 

 

April 15, 2010

 

 

 

 

 

The Local Board of Appeal and Equalization was called to order at 6:00 p.m. by Chairman Jeff Bachke. Present for the meeting were chairman Bachke, supervisors Greg Andrews and John Goman, St. Louis County Assessor’s Office representative Cory Leinwander , and clerk Cammy Hansen.

 

 

In order to expedite the process, the board of supervisors first took testimony from each property owner/representative prior to discussion with the county representatives.

 

 

The following property was represented by letter:

 

 

 

 

 

Raymond and Sarah Lopez, 4865 Jensen Rd. 520-0019-00410: Assessor’s office will physically inspect property.

 

 

The following properties were represented to the County by representatives:

 

 

 

 

 

Nathan Anderson, 4388 Kingston Rd. 520-0070-00140: Assessor’s office will review the property.

 

 

Bryan Beede, 4033 Fairview Rd. 520-0010-00670: Assessor’s office will review the property.

 

 

Aura Timo Elder, 3909 Fairview Rd. 520-0016-03880: Assessor’s office will review the property.

 

 

The following properties were represented in person:

 

 

 

 

 

James R. Dryke, 4367 W. Beyer Rd. 520-0013-00520 and 520-0013-00520(land only): Assessor’s office will physically inspect property.

 

 

Harry Pearson, 4082 Nelson Rd. 520-0016-03420: Assessor’s office will review property.

 

 

John Stromgren, 6179 Lakewood Rd. 520-0017-00666: Assessor’s office will review property.

 

 

Jacob Dryke, 3824 Birchwood Rd. 520-0013-00160: Assessor’s office will review property.

 

 

Robert Parker, 4966 Rice lake Rd. 520-0017-00575 and 520-0017-00575 (land only): Assessor’s office will review property.

 

 

Discussion was held as to when to reconvene this board. At 6:50 p.m. a motion to recess this meeting and reconvene on Monday, April 26, 2010 at 5:30 p.m. was made by Greg and seconded by John. Motion carried, meeting recessed.

 

 

Local Board of Appeal & Equalization Meeting Reconvened

 

 

 

April 26, 2010

 

 

 

 

 

Chairman Jeff Bachke reconvened the meeting at 5:30 p.m. Present for the meeting were chairman Bachke, supervisor John Goman, St. Louis County Assessor’s Office representative Cory Leinwander, and clerk Cammy Hansen. Absent was supervisor Greg Andrews.

 

 

A motion to approve the following actions was made by John and seconded by Jeff:

 

 

Nathan Anderson, 4388 Kingston Road: SLC assessor made inspection of property and found condition of house in major disrepair, also septic system and dug well affect land value. Recommend to decrease land value to $65,400 and building value to $40,100 (-$47,400 net change.)

 

 

Bryan Beede, 4033 Fairview Road: SLC discovered a data entry error in calculation of land value. Recommend to decrease land value to $16,600 (-$4,000 net change.)

 

 

Aura Timo Elder, 3909 Fairview Road: SLC assessor made inspection of property and found overall condition of home was incorrect. Recommend decrease in building value to $113,800 (-$9,500 net change.)

 

 

James R. Dryke, 4367 W. Beyer Road: SLC assessor made inspection of property and found overall condition of home should be lowered by one grade. Also discovered was the addition of a ¾ bath that was not included in previous assessed value. Recommend decrease in building value to $94,300 (-$1,600 net change.) The land only parcel was not changed.

 

 

Raymond and Sarah Lopez, 4865 Jensen Road: SLC made inspection of property and found poor layout of property. Recommend decrease in building value to $182,000 (-$19,100 net change.)

 

 

Harry Pearson, 4082 Nelson Road: SLC made error in calculation of value-parcel is an unbuildable lot. Recommend decrease in land value to $1,500 (-$15,300 net change.)

 

 

John Stromgren, 6179 Lakewood Road (property on Rice Lake Road): Board recommends no change.

 

 

Jacob Dryke, 3824 Birchwood Road (property on Rice Lake Road): Board recommends no change.

 

 

Robert Parker, 4966 Rice Lake Road: Board recommends no change to either parcel.

 

 

All present vote in favor; motion carried.

 

 

Having no other properties to review a motion for adjournment was made at 5:40 p.m.
