MAY PLANNING & ZONING COMMISSION
MEETING MINUTES
MAY 18, 2010
The meeting was called to order at 6:00 p.m. by Chairman of the Planning & Zoning Commission Larry Birnbaum. Present for the meeting were Chairman Birnbaum, commission members Kathy Meyer, Biron Wipson, Herb Dallum, and Bob Whitmyer; supervisors Jeff Bachke, Greg Andrews, and John Goman; deputy clerk Toni Blomdahl. Absent was Building Official & Zoning Administrator Marty Paavola and commission member Steve Kossett.
A motion to approve the April 20, 2010 meeting minutes was made by Kathy and seconded by Biron. All vote in favor. Motion carried with minutes to be placed in file.
CORRESPONDENCE:
1. Citizen Complaint from David Granger: Jeff met with Mr. Granger, who is trying to sell his mother-in-law’s house on Rice Lake Rd., and Mr. Dulinski, who lives on the corner of Rice Lake Rd. and W. Calvary Rd. They voiced their concerns over their neighbor Pokey. Pokey is supposedly making threats to potential buyers of Mr. Granger’s mother-in-law’s house. Jeff witnessed that Pokey is clear cutting down trees along property line that is currently providing a screen for his junkyard business. There were also other questions brought up about a garage crossing over property lines and an expansion to his junkyard business onto another property. Marty will have to check into this when he gets back from vacation.
BUSINESS FROM THE FLOOR:
1. Dennis Arthur- 4202 Willard Rd.: Dennis brought up concerns about 4202 Willard Rd. where owner is bringing in cars from his body shop business and has several vehicles and other junk in his yard. Dennis would like the Town to send the owner a letter and let him know of his ordinance violations. Marty will have to take a look at this situation.
2. Dennis Arthur- 4791 Howard Gnesen Rd.: Owner of property has a sump pump situation where he is pumping water into one neighbor’s garden and pumping water under another neighbor’s house that does not have a basement. Dennis was wondering where you can legally pump the water to. Greg stated that you can pump it into a ditch. Dennis will let the one neighbor know. Marty will have to take a look at this situation also.
OLD BUSINESS:
1. Revision of Ordinance #22: The P&Z Commission would like Marty here for his input on these revisions. They would like to set up a special meeting to go over all the information. Toni will send out an e-mail to see if Wednesday, June 9th at 6:30 p.m. will work for everyone.
2. Judi Walters, 4193 W. Calvary Road: Greg stated he has been by this property and it looks clean. It has been screened so all we need is a letter from Marty stating she is in compliance.
3. Lyle Larson, 5756 Howard Gnesen Road: Cammy called Fryberger’s office to get an update and we are still waiting for a response from them.
4. Chad Alander, 5773 Arnold Road: Chad is waiting for Marty to return so they can discuss clean up plans. We will have to keep an eye on this property.
5. Grew Variance: The court date was May 13, 2010. We have not received any info on this yet.
6. Northland Constructors, 4843 Rice Lake Road: There was a question brought up at last month’s meeting about screening requirements for Northland that were set forth at the 2000 re-zone meeting. Toni checked the file and there was nothing mentioned in the minutes about screening. Greg specifically remembers discussing it at the re-zone meeting. Toni mentioned that there was something in the file about a land alteration permit. She will check with Marty and see if there is anything in that file about screening.
NEW BUSINESS: No new business.
The next Planning and Zoning Commission meeting is scheduled for Tuesday, June 15, 2010 at 6:00 p.m.
Having no further business to discuss, the meeting was adjourned.
